They will start off with Mario, it has a budget of 540 million dollars. Main attraction will the Mario Kart ride (aka an E ticket). The other two rides will be a D ticket and a C ticket. After this is finished, then they will move to non-Mario.

There will definitely be other series attractions in the park, but it's themed with Mario for the Normies. This is all just a publicity stunt for the Olympics anyway.

They have strongly implied that they're going to add attractions from other Nintendo IPs later on, though who knows how far into the future that will be. Keep in mind that USJ doesn't have a lot of room, so they're limited in what they can do. If anything I'd bet that they'll include a bunch of non-Mario IPs to the one in Florida since I believe they have the space for it.
