Half of it is just ideally you don't want to give that kind of liberty to people when you know you'll just get meatspin and furry porn everywhere, to say nothing of edgy preteens in TF2 running around with swastikas on their signs.

The other half of it is that Overwatch is very dependent on cosmetic stuff to prolong community engagement since actual gameplay stuff like new maps come out at a glacial pace and there's no community servers/custom maps feature.

So you can crank out dumb stuff like voice lines, emotes, skins, and of course sprays which are a trivial amount of effort since it's just a 2D image.
