I'm only a halfie, but from my knowledge of my hoodrat cousins/friend, it's mostly due to Dragon Ball Z.
DBZ always came on right when they got home from school, so they marathoned the shit out of it almost every day. It was like the equivalent of their soaps, but with buff dudes kicking the shit out of each other and shooting lasers.

I have also seen some game devs that say characters are easily identifiable from a distance with cartoony graphics.

Usually cartoony graphics compensate with lots of particle effects which can bring down the FPS like a fat man on a bridge.
