dlc unlockers exist but you'll show up as a hackerman in game. Cheating is super easy though and they have never banned a soul. Just don't hack in shit you don't have and you're good. They have tools for this.

Apparently, they removed all of the DLC and it's now going to all be bundled in the "ultimate edition", so i guess the game you can get now is only the normal version for free, with no DLC.

If you already had Payday 2 you keep all the DLC you have already bought.
All other DLC is only available through upgrading to Ultimate edition which is discounted depending on how much DLC you have and whether or not you own Payday 2 at all.

If you want to play meta, you're going to need a few of the dlc guns (the short shotgun, attachments, snipers/machineguns are also in the dlc) but other than that, you can play all heist but can't host the dlc ones (and only faggots host)
