People harp on the football gear because its part of a larger problem with the Legion: they don't come off as a credible threat to the other factions. Some of the lore around them is pretty horrific (child soldiers, warrior culture, suicide bombers), but other parts just stretch suspension of disbelief (faction is heavily melee oriented and almost tribal yet still capable of fucking up the much more industrialized and gun oriented NCR and Mojave). Like Caesar says in game, the Legion doesn't even have its economic and civilization base (or its Rome) yet.

I cracked it opened and with a few exceptions, most of these look like they'd fit in better with TES than Fallout. CNR looks like it could exist in the Mojave Wasteland, and I just really liked the Mad Max-esque grungy Roman theme it had. It created an interesting contrast with the other, more settled factions too (like the football gear did, just with more of an intimidation factor).

The point on quests is actually more significant than you originally point to as the world of new vegas for the most part isnt really all that populated with interesting things as say fallout 3, making most of the things you can do that are interesting in fallout new vegas quest dependent with only a few areas to really make anything of. While say in fallout 3 (and this is just an example not a quality comparison that states fallout 3 was better overall) there where places in the world that had nothing to do with any quest that you could make into your own little project such as hanks electronics which could be made into an outpost/shop for the player or even just go adventuring for a good while.

Fallout new vegas is much more of a classical fallout game than the others of course but in terms of the amount of time that can be spent on it by comparison without having to repeat the same content over and over is much smaller.
