Because westerners had a more limited pickings for Japanese RPG's unlike Japan. They had to play what ever got localized, none-the-less they may not know of any other RPG's that were still in Japan. It is why Final Fantasy VI is so popular in the west unlike in Japan they think it is just decent to good. A solid game, but there were better offerings on the SNES.

In FF7 the only attempt to create a furry failed. In FF9 and FF6 you see hundreds of furries which proves that that attempt was succesful. In FF9 unironically every 2nd NPC is a fucking furry.

So, by Anon's logic, they specifically added pandering for the furry crowd to the game, then, right?
Because remember, Red XIII is an intelligent animal who talks just like any other. All he's missing is walking on two legs. If you're going to classify IX's animal people as furry pandering when there isn't a hint of explicit sexuality to any of them, surely you can't do that without also affecting VII, where they make it very explicit they want a girl to fuck an intelligent, talking dog.
