Pic is quite related. And pic related is basically because there wasn't enough material for a 12 episode series but was for an OVA. Since they're running out of material to adapt they decided to milk it instead.
As for VII it's no different. Nobody within the company at S-E wants to actually do it, but now big money is being tossed around tempting them to see it done.
The problem is they should have known from the very start that there was money there to begin with. And they still did nothing about it until the cost was so high for the project they have no choice but to milk it now.
