Because in the first game Shazam got killed. I'm pretty sure NRS kills off a bunch of characters in their games' campaigns to justify dropping the less-interesting ones in the sequels to avoid roster bloat. MKX fucking dropped Noob Saibot and I guess Injustice 2 dropped shit like Lex and Shazam.

Guaranteed Grodd, Cheetah, Captain Cold, and Atrocitus aren't in IJ3.
