What if they made a game where the community votes for what balance changes they want
Every game I see has people call the devs "retards" and blames for the game dying or various other issues could this idea work?

No. The community is infinitely worse than devs. You can't balance for bronze and bronze is the majority of the player base.
The ideal is the devs and top players collaberating while throwing shitty players the odd bone.

You can't fucking balance for bronze. If an ability is balanced to do decent damage but requires skill to land you can't just crank the damage or hit box because retards can't land the ability. It's on the retards to get better.

I think one of the major problems with online games right now is that maybe there is a little TOO much communication between the community and the developers. Shit like fucking twitter,forums,reddit,community managers, and weekly dev streams/update videos. I think becasue of this developers do not trust themselves to make the community happy if they did the changes themselves so they decide to listen to the community a little to much.
Big culprits are Battlefield 4, Rainbow 6 Siege/other ubisoft games, and Blizzard
