Because they're not made to be used on PCs. Not even 360 controllers are. People basically have to build a program from scratch.

DS4 Windows is what I use, but it was pretty much just for DS3 and N:A, which it worked flawlessly for. I haven't really tried it on anything else except CS:GO which it didn't really work for, presumably due to me not setting up the controller correctly.

I use a hardware device called CronusMax it's well worth the cost.

Let's you use just about any controller on any platform including m+kb on consoles.
