I would say that's USUALLY been the case, but PC is becoming more prominent with the rise of MOBAs among other things.

It also doesn't help Sony and Microsoft are both releasing a "more powerful" version of their systems in the form of the Scorpio and PS4 Pro. This probably won't help much when the next jump in PC hardware will force them to release yet another souped up box for people to get pissed off at buying
