How fucking new are you? Vanillaware does this every time with every game because they're a small, passionate studio with almost no funding. They overwork their entire staff which is about 10-20 people. Their backgrounds, which is majority of their games, is handled by around 2 people.

I've not been using PS+ at all, only now considering it at the end of the year cause of Gundam Versus western release, tho I still kinda not sure.
Aside of that, depends on your tastes. Online games usually shit, so I don't waste my time on them. There are plenty of good singleplayer backlog on PS4.
