Besides just because Playstation has that many players doesn't mean that the audience for Horizon is that big.

You pretty much couldn't avoid getting Uncharted 4 when you bought a PS4 after the game launched. Hell there's a bundle with three exclusive games included including Uncharted 4.

The system is a multi-plat machine. Its exclusives are either bundled to death or just don't sell what you'd expect for a 60 million selling console.
