Play RO2 or RS1 and watch what good commanders do. You could probably do the same in RS2 but right now most TLs are pretty awful

Basic tips are
>Communicate with your team. Tell SLs where you want marks, say how long until next recon/arty, tell them when arty/recon is up and where arty is. Advise them on where to push/defend
>Rather than focusing primarily on getting kills with arty, focus on denying the enemy reinforcements by placing arty behind the caps when attacking and in front when defending. If you do a good job you'll get a lot of kills anyway
