As much as I want to witness the rise of Outer Heaven, what you guys are asking for is essentially MGS4 tier fanservice of Big Boss recruiting Sniper Wolf, Frank Yaeger, and the Solid Snake infiltration

While these COULD be done well, Kojima basically wrote himself into a 30 year corner and it would probably get criticized like MGS4.

You have to admit, despite falling short, MGSV was able to reference and pay tribute to MGS 1-4 far better than 4 was able to. You're able to find themes and characters present from each entry without them completely taking the spotlight. which is impressive.

GAMEPLAY PROBLEMS

-Helicopter rides were too abundant, should have been skippable cutscenes in and out of mission. Unfortunately muh immersion is why they're there.
-STOP SPOILING THE ENEMIES IN A MISSION AT START OMG.
-Game was too big, should have cut the dead areas and increased the size of the camps to be like Ground Zeroes in scope.
-Include far more dangerous wildlife in Africa
-Get rid of MotherBase timers
-If it's padding, get rid of it. No wasted mission slots, no speedrunning regurgitated missions, more enemy variety than DUDE RECOLORED HELICOPTERS AND TANKS.
-Include more MotherBase events

STORYLINE

-I got the feeling they couldn't be bothered to model other character models besides Snake, Otacon's dad, and Ocelot. Almost every character of importance is an off screen casette tape, really kills the world building they were going for.
-DON'T DESIGN YOUR FUCKING GAME AROUND A TWIST FOR THE SAKE OF HAVING A TWIST. The story felt contrived for DA TWISTZ instead of building a storyline and having something fun to shock players in Kojima fashion. Everything in MGS5 revolved around THE TWIST.
-Rewrite Quiet, everything was absurd and fanfictiony. Killer girl falls in love with guy she was hired to kill, killer girl is made fun as a criminal in their boy's club group, killer girl is 2stronk4womyn, it's just so cringe Hideo sperging out about a white girl. Quiet makes Meryl in MGS4 look like Romeo&Juliet in terms of storytelling.

Chapter 3 is not going to fix these issues my dudes. MGS5 is fucked.

The ceiling fan only exists in two locations of the game. The hospital and end cutscene of Shining Lights. During Shining Lights the fan only spawns during the cutscene, it does not exist during gameplay. TPP is a coma nightare / VR simulation.

Just imagine how reports are coming in that the world is slowly rising up against your little slice of Africa. Constant planes fly over head, spying on the base, with reports every once and awhile of that new S+ recruit you just nabbed being a CIA spy. You could make choices on what to build in Outer Heaven, and do actual dispatch missions as you build up your renown, or more realistically your infamy, across the world.

We didn't get anything like that with Diamond Dogs. They're literal nobodies that, at the base of everything, was only at war with XOF. I'd of killed to be the 'enemies of the world' that Outer Heaven was.

I knew this was gonna be the case once she was revealed. Mgs 4 showed how much of a weirdo this dude is when it comes to that. The B&B corps in 4 showed that he just wanted to blow money on models he liked to put them in his game. Didn't matter if they were a poorly done rehash of mgs 1 and mgs3 characters in the game and that they basically served no purpose at all to the story, hot waifus everyone.
