Because it doesn't sell. Most people don't like to think of themselves as bad people and don't fantasize about doing bad things, they want to be heroes. Even games like GTA at least attempt to make the player character appear morally righteous in spite of all the shit they do.

They've got metrics on games that offer good and bad paths and almost everyone takes the good path when given the choice. It seriously something like 95%. And even when people make a conscious decision to take the bad path most of them wind up transitioning to the good path at some point during the play through. Basically, making a game where you are playing a bad guy means you are reducing your potential market by a very large amount.
