Well for one most scalpers arent paying their fair share most likely by not having a licensed business and appropriate paperwork and are performing tax evasion.
While it's very simple to stop them with a 1 item limit the biggest problem is automated scalping with event tickets which is bullshit because Ticketmaster does not care that boys are buying 50+ tickets to sell them to the highest bidder.

On the other, I have a issue with people buying multiples of something that has a very limited stock. To be fair, stores have gotten better about limiting sales of rare electronics then they used to.
