Because when he is written well the writers don't dodge the question, and either have batman confront his hypocrisy, and grow as a person, or fall farther into it as an unhealthy means of coping with trauma.
The problem comes when people think the best parts of Batman's character come from his dark and brooding nature, and not his ability to grow past that with the help of the bat family. This is mostly because it's easy to write a static batman that just does cool poses on gargoyles and punches homeless people and get money, since WB doesn't care about the integrity of their characters.

Also that batman is from an alternate universe anyways.

Injustice have always had they worst story.

But even besides that, a good character isn't the same as a character that shares your morals.
A character can be dumb, evil or hypocritical while still being a fan favorite.

Harley killed Jimmy Olsen and many, many others, helped Joker with his atomic bomb plan, helped with Lois' death and is now in Batman's circle of trust.

Superman's hands are ten times cleaner than Harley, specially considering all the good he has done.

That's because the Injustice 2 writers just shoved a bunch of random shit from popular comics into their story with no fucking rhyme, reason or understanding. They had such a collectively poor understanding of every character involved. It was absolutely embarrassing.

Batman is fun because you can pretend hes an underdog fighting without any powers, but if you make him the big bad then that illusion goes away. Either you acknowledge that all of his gadgets are bullshit enough that the thin veneer of being a normal human is meaningless, or you have to contrive the fuck out of everything constantly in order to keep him a credible threat.
