Considering Silent Hill gets explored fairly often, and in the games the paths you go down isn't exactly the same except for some landmarks to make you go 'oh hey, there's the place I went in silent hill 1', you can do a lot of things with the town without actively returning to the exact same locations.
Not to mention its perfectly reasonable to assume some buildings get, re-purpose or redesigned over the course of time.

Had I not experienced all the hype regarding MGSV, and the following realization that the game was a disappointing mess story-wise, I would be interested in this stuff. But I did experience that. And this almost feels identical.

Yes. This is a welcome revelation seeing as TPP fucks up the series canon beyond comprehension. If you don't think it does then you don't know enough about the series lore to understand why.

That's not to say the revelation itself cant be used as a catalyst for MGS5's story. Something still happened to Big Boss when he returned to Camp Omega that caused him to go into this coma nightmare / VR simulation. Zero could be lurking behind the scenes and orchestrating the nightmare / VR simulation (using drugs, Mantis mind control, whatever) as a why to manipulate Big Boss. When Boss breaks free of the simulation / nightmare he would realize what Zero did to him and it could instigate their war.

Not to say it has to go down like that but just giving an example on how TPP being a nightmare / simulation in itself doesn't have to go to waste.

If they factually stated during the end credits timeline of MGS3 that Paramedic, Sigint and Zero went on to live peaceful normal lives in the countryside, then it would be a retcon. What if it's all semi true? Like as in Konami is like, we'll cut you the check for your next big thing but you have to find an investor in you specifically and your wacky ideas. In the meantime while Kojima is "fired" looking for someone to cut him a blank check and to get Konami's support again, Konami starts just gearing up if Kojima doesn't find anything, so they start upping their pachinko market and mobile games. Therefore if Kojima is unlucky, oh well they have new path forward and if he is lucky, they can invest in him again along with the new investor.

Fast forward to Konami releasing MGSV so they can start making money. This was no ruse, Konami was bleeding money from this game so they needed some returns back. Kojima says its not done, Konami says get someone to fund it and we'll meet halfway.

Kojima meets up with Sony and takes Kojima Productions with him, again Konami doesn't care because if they leave, they have mobile games and gambling machines. But if it does, Kojima Pro can always work on a game published by Konami. Sony funds Kojimas brain child of a new game outside of Metal Gear but also makes a deal to fund the rest of MGSV.
