Deus Ex games are a good shout if you're in it for the exploration. EYE too.
Most cyberpunk games that are recommended to me don't do the job 'cause most of them are isometric or point-and-clicks. I can't get invested in a setting like that, it doesn't feel intimate enough.

SOMA in a way. It doesn't have the typical cyberpunk political themes, but the world is reduced to an industrial underwater centre and the game is discussing available technology (digitalization of consciousness) and its implications in a "cyberpunk way" The world is very believable because the focus of devs was basically on that, which means it's a walking simulator (like Amnesia or Outlast), the game doesn't rely on jump scares and the horror aspect is solely psychological though.

Remember Me has great location design, however the story and gameplay is just ok. If you are really into cyberpunk you might like it.

I'm playing SMT Soul Hackers right now and it's fucking great, one of the best SMT games I've played and a cool cyberpunk atmosphere
The Shadowrun games are real fun too imo, if you dig isometrics
For a more action angle go Deus Ex

Cyberpunk was always a niche within a niche. Sci-fi always feels a little less popular than fantasy overall and even the greatest of sci-fi authors were never that big outside of hard sci-fi circles
Likely the heavier political tones and somewhat depressing atmosphere turn the general public off

Amazing story with one of the best cyberpunk settings you are going to see in any vidya. Combat is quite unique despite some flaws. It's a shame this game is not more popular. It's very cheap nowadays so there's literally no excuse to don't try it OP.

Game length and other word-of-mouth details don't have much effect on first week sales, that's more of a legacy thing. It was marketing, and the fact the premise was not immediately distinguishable from HR even if it was different.

You control a combat suit, that basically is an autonomous AI (integrated in the suit) since the operator in the suit is unconscious after an accident. To bring the operator to the rescue area, the suit (the player) has to somehow circumvent it's hardcoded protocols

Old-school Point an click adventure. Free on GOG. Half comedy, half drama. The pdf manual has a hand drawn comic as the storys introduction. Due to its age and the inconsistent tone in the beginning, the first half hour may weird you out. But after the first hour it takes you in its world, which is very true to cyberpunk, and it gets consistently darker. Short game, but memorable.
