This is just an made up definition. Typically the off to on and the on to off events are treated as completely separate things, not two parts of a whole. Some times, for example, you don't care about the off to on event and sometimes you don't care about the on to off event, you don't need both to make a "press".

When you press any button you do the following.
Pressing, holding the button (even a mini second) and letting go.
It's how you can have hold X or Hold A.
A half press is just delaying the letting go or just holding.

When you half-press A; mario jumps
We just think it's a full press because to make him jump again you have to press A again and you can't do it with your thumb on A. So you let go and press it again to make him jump again.
