Phara is the *only* hero that you actually need to switch your comp to counter her. The other heroes you can manage even when you dont have their hard counters, but if you dont have a ranged dps specifically targeting phara, you're going to have a really really shitty time.

Definitely Widow and then Mcree. Widow can kill her in one shot, making the Mercy next to her useless. And Pharah's movement is easily predictable.
Roadhog also counters her pretty hard in closed space but usually you're not going to find her in closed space and a good Pharah will be smart enough to not get close.
