The Lucis line is the only (or one of the only) groups of people who can harness and use magic freely.
The reason your party members can use magic is because Noctis puts them in glass vials first. Then it just becomes a glorified grenade or molotov cocktail.

Actually, all characters in FF have some kind of magic power. Some of them can cas a piro, and other are able to put magic effects in their attacks. I don't remember not even one character that can only hit with the sword.

Almost every FF game takes place in separate universes. But generally, yes, however how adept they are at it varies from person to person, hence why every game always has several mage types who excel with black or white magic, then offensive attackers, agility attacker, defensive attacker, etc.
FF6 - magic is a lost art, only a select few such as those of esper blood and magitek enhanced soldiers can use it
FF7 - "magic" is channeled through materia which can be bought by anyone at every corner store
FF8 - magic is seen used by GF users and military personnel, normal people can use it but probably requires training
FF9 - magic is only used by mages and is quite rare, Steiner is shocked to see Vivi using it
FF12 - magic can be used by anyone, probably have to train for more advanced spells
FF13 - magic can only be used by l'cie, though a similar effect can be attained through manadrive technology
FF15 - only the royal bloodline can use magic, the power can be shared to regular people like the Kingsglaive
