It's a weird minimum wage policy.
Jobs with tips can be paid well below the minimum wage and tips are supposed to compensate for it.
In some states that law doesn't exist or the employer is forced to pay them enough each month for the minimum wage if tips aren't enough but in somes it's not the case so you are actively hurting the employees by not tipping if you use that kind of service.
