The creatures in this game are too cartoony and none of them are scary at all. The only one that is mildly spooky is the crabsquid. The noises that fucker makes is creepy.

I know they were trying to do away with earth life, but they could have taken cues from fish like this.

I hear synth arpeggiation and a low-mixed, rumbling, pad that would fit pretty well along ocean ambiance, this track more-or-less contains the elements you described. It's boring, you're right, but it's otherwise inoffensive, and I'm not convinced you could do better.
