There are different speeds for combat in the settings but the game can still be slow sometimes. You either like it or you dont i guess. Once you get to the point where you are one shotting enemies the combat speed picks up.

I will now offer some sage advice.

How much Agility you have affects how much you do. 10 AGI is often a good idea.

Due to how the game handles critical hits, 10 Endurance isn't a bad idea either. Because crits go through your armor and it leads to a lot of instagibbing if your HP hasn't been getting stacked up by the level gains.

Unless playing for a diplomatic game, Charisma is largely a dump stat.

Fallout 1 tips:

Get the Gifted Trait, gives you +1 to all your SPECIAL at the low cost of slightly less skill points.

Set Agi to 10, 6 Str should be enough, make sure you can get a bare minimum of 8 Per for the Sniper perk at level 18.

Charisma is horrible in Fallout 1, as there's only four companions and none of them are that great. Set it to 2, or at most 4. Also, never give NPCs burst weapons unless you like being shredded by your own minions.

Tag guns, it can carry you through most of the game with little issue. Later on, you may want to swap to energy weapons for the Turbo Plasma Rifle.

For super tough enemies, (Deathclaws, etc), go for eye shots, which have a chance to do very high damage.

Always keep an eye on your health. Since you can only save at certain points you could lose hours of progress. Remember to run away from all fights and only grind on the weakest enemies. Companions can't be trusted. Also if you press shift 6 times rapidly, your character runs faster.

Combat is turn-based anon. Each action costs action points (so, it might be AP 5 to shoot, AP 6 to do a targeted shot). Each hex on ground costs 1 AP to move into, so moving three hexes will cost you 3 AP.

Action points are determined by your Agility stat.

Use unarmed in the temple of trails instead of melee weapons (unless you tag melee weapons, of course). Also, at the end when you have to fight whatshisname, you can just steal the key instead of fighting him.

5 minutes is nothing... but yes, it is that fucking slow and lame. I have played through pretty much all worthwhile cRPG's and fallout 1 & 2 have been by far the hardest games for me to get into. I think i initially tried FO1 3 separate times over the years before giving up... and then gave FO2 like 5 attempts before finally deciding to force myself through it purely due to insanely good ratings. Even then it took me like 10 hours (until vault city) for the 10/10 writing to overcome the shitty combat and make them game enjoyable.

The shitty combat system has no business being in a non-squad-based game. It has no interactive mechanics and is just a way to create illusion of combat, waste X amount of time and Y amount of reloads. That being said the writing is really good and after finishing FO2 i completed FO1 aswell. Both games are still definitely worth the trouble, i finally understood why people were so mad about FO3.

That's one of the reason i hated FoT but i still loved it, comparing to even the new XCOM it's still better than new XCOM with stance mode and the real time combat.
The biggest issue I (and some other friends) had back then was dx8.1 constant crashing with it until they patched it sometime after and switching to WinXP from Win98. Also it's the only fallout with funny MP mode where you can fuck people up with lvl50 pack dogs.

One of our favorite things to do was to make a team with one "hound master" and the rest would be attack dogs. We had a point limit on the "hound master" (1500 points I think), but the dogs were anything goes since they can only carry a single item.

It could get brutal, but dogs can't climb ladders. You did not want to be on the ground if they caught you though...
