It's quite difficult without a guide, but it's not nearly as difficult as it was in P4 or especially P3 if you max out Kawakami (which will let you call her for a massage which will let you do stuff at night after going to Mementos or a Palace) and get Chihaya to 7, which will let you ask her to raise a Confidant's affinity points (which doesn't take time) so that you waste less time hanging out with people without advancing their link. There's also a lot more links available at night.

In NG+ its virtually guaranteed unless you just blatantly waste time doing nothing since you keep your social stats, which will allow you to do shit like start Iwai's Confidant after Madarame's Palace and do Haru's link as soon as it opens.
