Sort of/kind of. Vampires can invoke magic without violating Paradox and are deeply enmeshed in the world's non-supernatural power structure. Magi are still constrained by plausibility, and a particularly well-prepared/subtle Elder can mercilessly fuck over any given mage. That's not even getting into the Antediluvians, which can shrug off fucking solar cannons. The sad part is, if the vampires gave up on Jyhad and engaged in full-scale collaboration, the magi likely wouldn't stand a chance without sending the world into the equivalent of nuclear war.

The point of VtM and most oWoD games before it all got shit up was horror. So there was always something more powerful you had to be afraid of, but if you were clever enough you could kind of juke it in your favor for a while. Constant struggle for survival makes for better stories than DnD congratulations you're a god now.
