They used to back in the 90's/early 2000's but nearly all of their companies went bankrupt because foreign games were that much more popular. The decent games during this time were brought over to other countries while korean developers turned to money schemes in the age of MMOS

They've made plenty of games, but there's the obvious language barrier. Also, their games generally suck dick. That's why most of their popular games (according to PC bang stats) are western
