There's several different reasons for each game, but the one overarching cause would be that survival horror works better in smaller, more confined settings. Once you open it up, it becomes more of a shooting gallery. It's one of the reasons that REMake and 2 are so good, they maintain that smaller scale throughout the entire game.

Yeah the opening act seems to always be the strongest setting.

Shanty town is pretty great and a neat setting. Wetlands is ok and by the time te game goes to the caves everything turns to shit

This applies to most games. Most games are made with focus on the early parts for multiple reasons.

They don't want you to return the game, and especially now with things like Steam and it's return policy they just need you to keep playing for 2 hours before it starts to fail.

Reviewers didn't often don't play the full game, and if they review it based on the first half that's where the quality needs to be.

They want to hook players early on.

They don't have enough time/money to make the full game perfect, and since games usually have the start made early and the ending made later, the later sections tend to be the ones with less polish.
