You don't need to kill anyone though. Just walk to the boss and talk him down. You know that you can ignore enemies sometimes...

Anon, I'm not saying that NV doesn't grant you peaceful options, but the game obviously was designed around gunplay and thats where most quests lead. FO2 is more balanced and flexible, and playing non-confrontational character doesn't feel like some kind of self-imposed gimmick challenge.
You can probably do a pacifist run of DOOM, doesn't make it good or sensible.
