I think she's fine design wise. She just needs a little nudge to make her a niche pick on some maps over Rein.

They gave her more shields to deploy, but removed damage for some reason. She already had a like 0.2% pickrate, I'm not sure how they justified removing 10% damage just to get a wet napkin 900 HP, immobile shield 4 seconds sooner.

Since the patch her shield is annoying as fuck at chokes. She does more damage than Dva with a shield that is more or less equal to Reinhardt's.

Nobody cares though. Her character design is still really ugly and weird-looking. The horns are out of place and the color palette is nasty. People like playing characters they like, but Orisa doesn't really have a personality or anything so she's just kind of ignored.
