I prefer 8, but 9 is challenging and probably the best as one of the pure command overseer type games. 13 is supposed to be real good for the RPG-type games. 9 also has super barbarians

Try both and see which is more your style

RPG-style rotk gets my willy hard, the lite-/gsg/ rotk they've segued into recently appeals to me less since there's less personal stuff you can do and you're forced to be "important" in some way or another. In rotk 7-9 you can roleplay as a hermit and die while having experienced a full game in between. In the new ones there's hardly any roleplaying you can do besides grinding quests over and over.
