Someone please explain Street Fighter II throws to me.

I know it's direction + P, but why is it only coming out 50% of the time when I'm standing on their toes, nose to nose, as close as literally I can, while they can throw me when their barely in striking distance.

I don't get it /v/. In the past Street Fighter has had some OUR LORD tier artists illustrating the SF world, why is it always the objectivly weak work that sticks around? I think this is one of the very best renditions of Chun Li to ever exist.
