As someone who has just barely dipped my toes in programming, there are 3 events for a key press.
Key depressed
Key held
Key released
It's the same for mouse button. The game sees each of these states as being different. Being depressed causes you to jump. Being held changes mario's movement. Releasing reverts him back to normal.
So a 'half a-press' simply means keeping it in it's held state. At which point, you haven't triggered the 'depressed' state more than once.
Because of that I think it's fine the way he's calling it.

Programming-wise, it does. I'll use Street Fighter 2 as an example, since SM64 doesn't have anything to demonstrate releases.

Press: You press a button and Ryu throws a punch. That's a press. It will ONLY happen on a press. If you get knocked down, then start holding down the punch button while Ryu's getting up, he won't thor the punch once he stands up just because you're holding the button down. Likewise, he won't throw a punch when you release the button.

Hold: Holding the joystick up will make Ryu jump, so long as he's in an idle state. This can happen the instant you move the joystick up (equivalent to the above "pres") OR ity can happen if the joystick is being held up. Let's say again that you get knocked down. You start holding the joystick up as Ryu gets up. As soon as he's fully standing he WILL jump if you're holding the stick up, regardless of how long you've been holding it. If you keep holding the stick, Ryu will jump up and down over and over again.

Release: Special moves in SF2 can be activated not just with button presses, but button releases. There are multiple reasons for this, including SF1's weird pressure buttons and an attempt at making special move inputs more lenient. Let's say you get knocked down again. And as you're falling, you start holding down a punch button. You're holding it for a good second or two. Then, as Ryu starts to get up, you do the DP motion on the joystick and release the punch button just as Ryu fully stands up. You get your reversal Shoryuken despite having pressed the button several seconds ago.

It's called "negative edge" and has been true of every Capcom fighting game since SF2. It actually leads to some really abusable tactics with command grabs for certain characters in competitive SF2, because you can attempt to throw but be free to block if the throw fails.

You can learn some practices of game creation, but a lot of the tech behind Mario 64 is archaic and does not apply today. For example, modern game engines use full fledged physics systems both 2d and 3d for handling things like collision which make this work a lot simpler. The collision tech in Mario 64 is made from scratch and severely limited by N64 hardware. Even if you made 3d collision from scratch today, you could get away with a lot more calculations and shortcuts that would make it work very differently, made easier if you reference guides for it that exist on the internet today.

I finally understand how parallel universes work. Maybe he's already explained it, but I didn't get it until now.

He's trying to reach the right speed and angle to jump to an area that isn't out-of-bounds. That's why Mario's always pushing between the jumps.

0.5 A presses is a notation Pannen uses for certain stages because in isolation, no actual A button movement occurs during the stage. It still amounts to a full press in a full run.

Furthermore, if we speak about game programming in general there are only two button states: presses or not pressed. A lot of games extend this further to four states in total by including "just pressed" and "just pressed", which only occurs on one frame when the current button state is different from the last. There's no inherent just pressed/just released state to a button input, you as a programmer has to derive that information yourself.
