I think you need a certain amount of people to get him to want to join you.
I think you need to recruit like the first 25 which is doable if you get everyone before the burning event.
Also bring Pahn with you as you need to level him or he gets killed fighting Teo later on.

Nope.

When I bring Tai Ho in my party, his dialogue doesn't change, either.

You cant play him until you can recruit him because it is how you recruit him.
Still its doable just recruit everyone up until the dwarf city and you should be able to get him.

But is he the only way you can play the game, period, right now? I'm guessing so since I can't play Tai Ho at the castle, either (ever, IIRC, except for the story part).
