Players would have to jump through hoops in order to legally pay (sign up using SSN/TIN and such), and the companies would have to maintain and distribute a ton of records in order to legally host.

That said, they should totally do this with fake money though. Points. All games from a given company should have universal points which can be accumulated and shared among them, and each game should have shops to buy items or other junk with them.

So publishers have been slowly finding ways to make stuff just as addictive as gambling and bring in real money without technically being gambling. Basically slot machines that take real money but never produce anything with actual value, FIFA Ultimate team cards are worthless in the real world but EA preyed on kids using Skinner box techniques and gets people to part with 100s of dollars on top of already buying the game.
