Also, there is a greater fondness for Nintendo staples (Mario, Zelda, Metroid) than for Sega franchises (Sonic, Golden Axe, SoR, Phantasy Star) for the general eceleb age group because Nintendo has more consistently kept their series in the public consciousness.

Really, both have great games and there really isn't a good way to say one has the better library than the other.

The Gamecube was probably Nintendo's best straightforwardly powerful console. That's not to say that it didn't have bottlenecks, but the SNES and N64 were far more harmed by theirs.

Unless you need the vector ops for physics simulations or, a stupid amount of untextured polygons, then the Gamecube is basically just better than the PS2.

I don't think technical shortcomings are the reason. The Gamecube is fantastic at streaming from the disc thanks to its minimal seek times and huge I/O cache (see games like Metroid Prime), so the open world is going to be a breeze. GTA on PS2 was never a graphically punishing game either. If anything would cause an issue I believe it'd be the driving physics.

Outrun 2006 made it to the PSP, the Gamecube can certainly handle that.
I doubt a "faithful" port of Outrun 2 would work though, IIRC even the Xbox version was cut back in some ways.

I don't know enough about that game to answer for sure.
But as a rule of thumb, if if doesn't have complex physics simulation (e.g. Burnout) or a crazy amount of undetailed objects (think Ratchet and Clank's bolts) then it'll run just fine on the Gamecube.
