The only way Xenoblade 2 will release before March 3, 2018 is if it was developed alongside XCX or immediately after. That's unlikely (and not ideal) considering Monolith Soft was asked to help Nintendo out with BotW.

Localization also takes time. I hope I'm wrong but after how long it took both the original Xenoblade and XCX to come out, a delay is likely.
