Adachi is a superior antagonist because he actually ties to the themes far better than Akechi does. Adachi's motive ran purely against the Investigation Team's intentions, which was to expose the truth within themselves and others and create bonds to bring harmony to Inaba. Akechi was clearly out to stop the Phantom Thieves, but he was literally fighting for the same thing they were, which was rebellion against an oppressive ruler. Then there was Shido, who was STILL rebelling against an oppressive and unchanging Japanese leadership. Lastly we had Yaldabaoth, who literally seized control for his own purposes, but he's closer to Izanami than Adachi, so it's hard to really compare the two.

Adachi was the better villain in that he wasn't telegraphed so much. It was actually somewhat surprising to find out he was the culprit. He was also pretty fun when he went villain mode. Akechi you could see a mile away even if you didn't pick up on some of the earlier hints

Akechi was probably "scarier" though in that he straight up killed more people than Adachi (in that he just straight up shoots people with no qualms about it and killed people more "directly" than Adachi did...that and he definitely kills way more people than Adachi).

If the player is able to realize Akechi is a traitor before they even do anything, the smarter phantom theives should be able to tell right away as well and that gave away the 'twist', at least for me. I heard the pancake comment and thought "did someone else mention it? I guess Ann or Ryuji talked about pancakes on response to Morgana" then brushed it off. I also instantly knew he was a villian especially the moment he said he was a kid that helped the police on some cases (oh we're high school kids and thieves, you're a high schooler and a junior detective? Yeah we're enemies now) . I just didn't know where they were going with him. At first I thought he was simply going to be a justice character to balance out our thievery and have some persona named Sherlock or something then I quickly saw he seemed to have another side and guessed that he would hunt us like dogs crossing several lines (thinking he is as righteous as L but really just another bastard like light yagami, I honestly wasn't even thinking about how he looks similar those were just the first two I thought of). Him being goddamn psychotic really threw me for a loop though. Same goes for his persona, when I knew he was behind the attacks and that he had a persona named Loki I assumed since Loki usually represents trickery that his superhero looking persona named Robin Hood along with that clean white outfit were all Loki's illusion and not just another wild card. I still hoped for that until they confirmed it a few times in the game.
