The problem is that most of the locations in elder scrolls are fluffed out to be genuinely really fucking interesting, so making it just generic fantasy is a waste. For just a random game I'd agree with you, but a jungle environment and a mix of Japanese and roman culture is just more interesting than what we got for Cyrodil, for example.

What I mean is that the lore made by Kirk, while a wondrous drug fueled dream, cannot easily be reproduced, nor it would be cost effective. Something more tame would actually work and not leave people with a feeling of how the lore was raped every time a new game comes out.
