People would think that they are Christians/Catholics, but not in a way that their religion affects their criminal ways. It's just a part of their backgrounds. Meanwhile, when people think of Islamic enemies, you'd think of terrorists.
Furthermore, isn't the whole theme for the enemies are deranged doomsday prepper cultists? Isn't that a deviance from the real Christian religion such that the religion itself is not directly targeted?
Islam is also still a touchy subject to tackle for the audiences. I no doubt think that an Arab Far Cry would be interesting to say the least. I'd love them redpilling the masses by saying one of the verses that teaches Taqqiya or says that neither Christans nor Jews are allies. But what if the devs end up getting critizised by the media which ends up in terrible word-of-mouth and bad reviews, or even worse, step on the toes of the Muslims who would blow up the entire gaming corporations just because Islam/Koran/Mohammad wasn't interpreted nicely?
Of course, the problems above could be undone by having a Muslim word-of-consience ally who goes "these guys aren't real muslims, they're perverting the Koran for their own needs," but then /v/ and /pol/ would criticise it for going #NotAllMuslims.
Montana is also a pretty good setting I think. It's a pretty rare place in video games.
