Are you judging by number of things left to implement or do you judge by size of the content/difficulty of implementation? Is one area 20%, is it smaller, is it greater? People just throw out random numbers without much meaning behind them. If they say the game is still planned for 2018 then chances are the 20% figure is bullshit and it's actually much further along than that and they're saying 20% because they mean the polish or something of that nature in an attempt to quell fear that what you're seeing now doesn't look as good as you might want. I could understand that with Mighty No. 9 having kinda fucked the system up for everyone they would be hesitant about announcing delays, but they announced a delay almost immediately for the game and have been fairly up front with the process.

The first half of any game development's time is repeated iteration and building the game's core systems, that part is done as far as they know. Something might come up later but it down pat or so they think.

Asset generation and building the rest of the game is the other half. If the game's content is 20% complete and they don't have to go back to the drawing board to rework the core systems then 70% of the game's dev time is already done. This is more or less what he was trying to say.

Well, Iga had to hire a whole new batch of people to correct inti-Creates bullshit.
Also at least 40% of games is ground work. The rest is just models and animations slapped on and molded to fit the ground work.
Longest part of building a structure is support beams stable flooring. They are currently finishing that up before they just start making nothing but art slapped on 3d models to fill out the game. gotta work out the mechanics and shit.

I think the idea would be closer to a standard dev/publisher cycle almost on a paycheck system. Devs get A dollar amount to hit B milestone, once they hit B milestone they get C amount to reach D milestone, etc. Not up front funding, but rather making sure the project comes along through measured pay cycles. Honestly though I think people just hate that kickstarter and crowdfunding in general is a risk rather than always being guaranteed quality, but even with a different system that doesn't necessarily mean the game would be much better, you'd only be stopping people from taking the money and running which has happened an astronomically low percentage thus far. It has happened and with some big named projects to boot, but it's not really a plague that's running rampant with the system.

Shantae, while charming, isn't that great of an example of the genre when it come to how progression works, and really neither is Momodora 3 due to the overall scope of that game being small with few movement options (basically just cat form) or out of the way or otherwise optional locations.

List needs stuff like Valdis Story, the freeware version of Treasure Adventure Game, and the recent Hollow Knight.
