There are no skill cards for Ragnarok, Panta Rhei, Nifelheim and Thunder Reign, though. And while I have no way to prove it, I didn't use skill cards on Thanatos. This isn't like Persona 4 or Golden, you can't randomly mutate skills anymore. The most "OP" thing you can do in the early game is get a lot of Null/Void resistances in the Velvet Room.

Doing a meme run with a fun Arsene should be left for NG+. If you're all looking to break the game on a fresh run, keep Growth on every early Persona as long as possible.

that's because you have to inherit skills onto him either through fusing a brand new one (fuse two of the same arcana to get a lower level persona from the same arcana), using the RNG from the gallows and reloading every time you don't get the skill you want (or if you have a fuckload of money, you can always just register the stronger one, get rid of it, and then summon it from the compendium again to be able to use the gallows on it multiple times in one day), or skill cards. He doesn't learn any heavier hitting curse moves on his own. All personas have a skill level cap where they stop learning things. You can tell how many skills a persona has left to learn by checking the number of question marks remaining in their "next skill" window. If there isn't even a "next skill" window, then they have nothing left to learn through level ups.
