Old or New 3DS, anon?
The New 3DS is as good as the PSP in terms of retro emulation (I've seen that it can even do PSOne, but haven't looked as I already own a PSP and Vita)
Old 3DS is good too, but the lack of power make most emulators to under perform.

Gen Plus GX is too much and run slow even on New 3DS.
But if you ask because you want to play on an Old 3DS, you are out of luck, I already installed those on my Old 3DS and don't run very well. Sega CD emulation works full speed only on my New 3DS.
If you have a PSP lying around you can play there. PSP can tackle Sega CD any day of the week.
