Because Gundam Breaker is already in English with decent translation, so anyone who wants it - already bought a copy and played it without much of a problem. Online Co-op there is not hugely important to gameplay.
Game is pretty good, import it, but if your custom is shit - you can always get digital version with a bit of overpaying for prepaid cards tho.

Gundam Versus on the other hand needs some kind of alive userbase online to enjoy. JP only releases of previous games made it really hard to find a lobby with decent ping for many, unless you knew exactly when particular lobby will be live or if you can gather few friends or something.
In this case western release actually will help to make online way better than it was before for western players, regardless of how well it'll sell.
