Technically no. Inafune got hired at Capcom as an artist, and Mega Man 1 was quite a ways into development when he got the job. From what I hear it wasnt until MM3 that he became the adoptive father of Mega Man.

Megaman did well under his tenure for the most part. First two Dead Risings were good, first two Lost Planets were good. Onimusha had its charm. Then he got the auteur bug, doubled down on cinematic Western devs, set up a fan project he dared the executives he was flipping off to cancel (and they did), and walked out figuring he could re-create the franchise empire on the hopes and dreams of fans who just wanted another good MM game.

MM8 was the first game as producer and it basically killed the original series. X4 and X5 weren't great. But the later X games not under his producership were also shit, so I don't know if his involvement mattered.

Battle Network and Zero series were successes though.
