"Over"signifies you're done talking and you expect a reply from the other guy. "Out" means you're done talking and you're ending the conversation.

I got that "war is hell" feeling when I first played Call of Duty and its expansion, those games were actually pretty amazing when it came to the feeling of being in the middle of a huge thing. It was pretty exciting stuff back then, though we have steeper tastes today.
