Procedurally generated is in 99% cases trash.
The 1% that isn't trash is actually a metric fuckton of hand-crafted pieces applied to a complex procedural generation algorithm which then assembles those pieces ala puzzle.
Dirt 4's seem to fall into the former ergo trash.
