Professionally produced games were better back then. It was a lot easier to find a quality game as a result. Games didn't require millions in adverts to standout from others so people experimented more as well.

We still have good games today, they just fly under the radar a lot of the time.

Honestly there was no standard with 3D games. I feel like the developers knew the movement was terrible. Notice how the enemies just "drop" bombs or don't attack straight at you.

Also just to finish my shitty rant. The game feels too easy. The enemies can't hope to attack you while you strafe. Poor enemies can't handle Megaman's horizontal movement and the enemies that can't be strafe turns megaman as a "tank". You stay in place and shoot. No movement and its boring.
